Obviously not a postal cancel .... could it be a fiscal cancel? I have only ever seen
this datestamp used before on piece or non-revenue related documents.

This could also be a docketing datestamp used on receiving mail. There are traces of a barred cancel underneath. Some of the same questions could be raised about Board of Education, illustrated here, except that there is no trace of other cancellation.

I agree that the use of this datestamp to indicate receipt (or processing) by the Surveyor General's office to be most likely.
